From April 23rd to 25th, a team of three from Sinopec Management System Certification (Qingdao) Co., Ltd. conducted a three-day occupational health and safety, environmental, and Sinopec HSE management system re certification audit at our company.
According to GB/T45001-2020/ISO 45001:2018 "Occupational Health and Safety Management Systems - Requirements and Guidelines for Use", GB/T24001-2016/ISO 14001:2015 "Environmental Management Systems - Requirements and Guidelines for Use", and relevant requirements of Sinopec's HSE management system, the audit team conducted a comprehensive and detailed audit of the overall continuous compliance and operational effectiveness of the company's three systems, as well as the continuous relevance and suitability of the systems to the company's construction, production, and operation. During the audit period, the audit team conducted a comprehensive inspection of the system operation of various departments, branches, equipment manufacturing plants, and Yantai project departments of the company, including compliance with laws and regulations, system documents, HSE safety cost investment, division of responsibilities, risk assessment, health management, three types of personnel (evidence collection, review), and special certificates. After three days of witness material review, on-site inspection, and inquiry and conversation, the audit team believes that the overall operation status of the company and its secondary units meets the requirements of management system standards and relevant normative documents, and can carry out various production and operation activities in accordance with the law and regulations. The company's HSE management system documents are operable, feasible, verifiable, and effective, basically in line with the relevant laws, regulations, standards, norms, and document requirements of national and local governments and the group company's HSE management, and can guide the good operation and continuous improvement of the company's HSE management system. At the same time, the audit team also identified issues in the company's environmental factors, emergency management, risk assessment, subcontractor management, laws and regulations (acquisition, identification, and updating), occupational health examinations, job skills, and onboarding training. They provided guidance on improvement measures, clarified improvement ideas and directions, further improved the pertinence and effectiveness of improvement measures, and met the requirements of continuous improvement in PDCA for each element. The audit team ultimately recommends maintaining the certification registration qualification and issuing a new certification certificate. At the final review meeting, General Manager Zhang Dong made a statement on behalf of the company. Mr. Zhang requested that the heads of all departments and secondary units raise their awareness, rectify the problems raised by the audit team one by one, draw lessons from them, and deeply analyze and investigate the underlying causes of the problems. We should take this audit as an opportunity to strengthen the implementation of various measures, continuously improve the level of HSE management, and ensure the continuous and effective operation of the HSE management system.
