From April 26th to 29th, a team of four from Sinopec Management System Certification (Qingdao) Co., Ltd. conducted a three-and-a-half-day occupational health and safety, environmental, and Sinopec HSE management system re certification audit at our company.
According to the occupational health and safety management system, environmental management system standards, and Sinopec HSE management system requirements, the audit team conducted a comprehensive and detailed audit of the overall continuous compliance and operational effectiveness of the company's three systems, as well as the continuous relevance and suitability of the systems to the company's construction, production, and operation. During the audit period, the audit team conducted a comprehensive inspection of the system operation of various departments, branches, equipment manufacturing plants, and the Qilu Yihua project department of the company, including compliance with laws and regulations, organizational structure, system documents, HSE investment, division of responsibilities, risk assessment, and health management. After three days of witness material review, on-site inspection, and inquiry and conversation, the audit team believes that the overall operation status of the company and its secondary units meets the requirements of management system standards and relevant normative documents, and can carry out various production and operation activities in accordance with the law and regulations. Through the operation and improvement of the system, the company's HSE performance is continuously improved. At the same time, the audit team also identified issues in the refinement and clarification of the company's job responsibilities, risk analysis and control, implementation of direct work processes, equipment and facility management, environmental assessment, and system revision. They provided guidance on improvement measures, clarified improvement ideas and directions, further improved the pertinence and effectiveness of improvement measures, and met the requirements of continuous improvement in PDCA for various elements. The audit team ultimately recommends maintaining the certification registration qualification and issuing a new certification certificate. At the final audit meeting, company leaders stated that they will comprehensively compare and sort out the issues raised by the audit team, immediately organize the "five regressions" traceability analysis and rectification work, take the problem as the guide, draw lessons from it, refine and tighten the responsibility chain, increase investment in various aspects, and take multiple measures to solve the deep-seated problems in the operation of the system, further fill in the gaps, and improve the operation status of the system. The heads of each department and secondary unit should enhance their understanding of the system, fully guide and refine their division of labor, carefully organize the study of system documents, research feedback lists, strengthen internal training, systematically sort out and solve "old problems" such as unclear responsibilities, lack of management, and weak planning targeting, conscientiously implement the improvement suggestions proposed by the audit team from all aspects, provide timely feedback and communication, and continue to maintain the effectiveness and compliance of the system operation.
