Zhenhai Refining and Chemical's 4 million tons/year hydrocracking unit achieves partial handover

On the afternoon of August 31st, the heating furnace area, absorption stabilization area, and desulfurization and solvent regeneration area of the 4 million tons/year hydrocracking unit at Zhenhai Refining and Chemical successfully achieved mid-phase handover, marking an encouraging milestone in the hydrocracking project and having significant implications for advancing the overall project construction.
The handover ceremony was held in the meeting room of the hydrocracking site, presided over by Sha Wentao, the hydrocracking project manager of the Zhenhai Refining and Chemical Engineering Management Department. Ye Feng, the general manager of the Zhenhai project of Sinopec Luoyang Engineering Co., Ltd., Guo Yongbo, the project manager, Zhou Nengdong, the hydrocracking project manager of the fifth refining department of Zhenhai Refining and Chemical, Tao Jia, the project director of Yangzi Supervision, leaders of various participating units, and relevant responsible persons attended the handover ceremony. At the ceremony, the general contractor reported on the overall situation and construction progress of the hydrocracking project, the completion status of construction tasks in the heating furnace area, absorption stabilization area, and solvent regeneration area, as well as the subsequent work arrangements. The responsible persons of various participating units made statements. The supervisor, general contractor, and owner put forward specific requirements for the subsequent construction of the project. Finally, under the witness of all participants, the intermediate handover certificate of the project was signed. The hydrocracking project, which commenced on July 10, 2020, has spanned nearly 14 months. Located adjacent to an operational facility, the project is characterized by significant construction challenges, stringent safety standards, and rigorous ticket management. With robust backing from the company headquarters and close collaboration with relevant units, the Ningbo Branch and the hydrocracking project team have navigated the pandemic and typhoons. On one hand, they actively sought support from the owner and the general contractor, optimized the ticket processing workflow, and extended effective working hours. They also proactively pursued drawings and materials to minimize the impact of objective factors on the construction progress. On the other hand, they implemented measures such as optimizing construction plans, formulating scientific construction and production schedules, and strengthening quality and safety management to enhance work efficiency. Throughout the construction process, key company leaders frequently visited the project site to address and resolve various construction challenges. Meanwhile, various business departments of the company proactively provided assistance and guidance on site, ensuring the timely completion of all project control points. The mid-term handover of the plant's partition has only achieved partial success. Moving forward, we will face challenges such as introducing nitrogen on "9.15" and producing qualified products on "10.30". Difficulties and pressures persist. The project department will not take it lightly and will spare no effort to complete the final rectification work of the "three inspections and four confirmations".
