On the morning of April 22nd, the comprehensive completion and handover ceremony for the structural adjustment project of Beihai Refining and Chemical was held. Cai Jinjun, Secretary of the Beihai Municipal Party Committee, Peng Mingda, Secretary General of the Municipal Party Committee, Sun Huanzhi, Deputy Mayor, Zhang Zhonghe, Secretary of the Party Committee of Beihai Refining and Chemical, Li Jibing, General Manager, Mai Yusui, Jiang Wenjun, Deputy General Managers, Xiang Wenwu, Secretary of the Party Committee of the Refining and Chemical Engineering Group, Zhou Chengping, Secretary of the Party Committee of Guangzhou Engineering Company, and Yu Xiangquan, Deputy General Manager of our company, were invited to attend the handover ceremony.
At the ceremony, Yang Jie, the project manager of the GPEC Beihai Project Department, introduced the entire process of project design, procurement, and construction on behalf of Guangzhou Engineering Company. Zhang Zhonghe, the secretary of the Party Committee of Beihai Refining and Chemical Company, delivered a speech on behalf of the company. Cai Jinjun, the secretary of the Municipal Party Committee of Beihai, along with other relevant leaders, presented awards to outstanding contractors of the project. Our company was awarded the honorary title of "Outstanding Contractor", Jia Qiang was recognized as "Outstanding Project Manager", and Zhang Baosen and Miao Chunqing were recognized as "Outstanding Individuals in Project Management". During the project construction process, the project department meticulously organized and scientifically controlled the work, with all employees braving the high temperatures and overcoming numerous difficulties. In terms of construction, the "three devices" construction method was taken as the core, with the hoisting of large components as the main focus, achieving a win-win situation in both schedule management and cost control. Notably, the construction of the regenerator set a record of topping out in 23 days, fully demonstrating the outstanding capabilities of our company's ironclad team. In terms of safety, strict precautions were taken, always "starting from zero and aiming for zero", always keeping in mind "safety first, life supreme", achieving the safety goal of "zero casualties, zero accidents". All employees actively participated in quality control, creating a good quality atmosphere of "valuing quality, pursuing quality, advocating quality, and everyone paying attention to quality". The overall pass rate of pipeline welding was 98.1% by joint and 99.4% by piece. The project handover is not the end. In subsequent work, the project department will adhere to the standards without compromise, maintain the same goals, and maintain the same intensity. Strictly following the requirements of Beihai Refining and Chemical, we will closely cooperate with the workshop and all units to scientifically and efficiently complete the post-handover closing and operation guarantee work, ensuring that the plant commissioning is successful on the first attempt.
